Outputs from the previous two milestones shall be used to produce an RFC recommending the promotion of the riscv64-unknown-linux-gnu Rust Language target triplet to Tier-1.

The structure and protocols used for the RFC are intended to be similar to this RFCthat was previously used for Tier-1 attainment of the aarch64-unknown-linux-gnu target triplet.

While drafting the RFC the requirements (listed in https://doc.rust-lang.org/nightly/rustc/target-tier-policy.html#tier-1-target-policy) were evaluated again.

A PR was created to add a required target page to ensure the riscv64gc-unknown-linux-gnu  Rust target continues to meet the requirements of Tier 2 (as noted in https://github.com/rust-lang/rust/issues/113739): https://github.com/rust-lang/rust/pull/127490
