Outputs from the previous two milestones shall be used to produce an RFC recommending the promotion of the riscv64-unknown-linux-gnu Rust Language target triplet to Tier-1.

The structure and protocols used for the RFC are intended to be similar to this RFC that was previously used for Tier-1 attainment of the aarch64-unknown-linux-gnu target triplet.
