Fedora 38 Status

Fedora 38 has had strong community contribution towards having the entire package set built.  As of 19 Jul 2023 approximately 90% of the 23,000+ packages successfully compile to RPM artifacts which pass included checks.  It should be clearly stated that this is "beta" level work which should not be used in production.  Manual validation has happened for the vast majority of these packages.  Beyond that this doesn't include many critical applications (e.g. Postgres, Envoy, and many others).
